Well, Lavi did still get jailed for killing some demons, so it's not as if wanton murder was approved before this either. But yes, this is the "real" Hell—the previous dimension everyone was in before was just the introductory grounds, so to speak.
If you're talking about the handful of denizens who're a bit nosier about us than the others, they're just that—other residents of Hell from back whenever they died who didn't receive the chance to revive, from what I gather.
